In order to have a better control of tax collection, the State defines that some companies must act as Tax Withholding Agents.
These companies are usually great taxpayers and they act as agents by deducting part of the tax that had to be paid for the State from the payment to Suppliers. Hence, the State collects taxes in advance and centralizes the control in the withholding agent company.
